3. Environment General Authority (EGA)
환경관련 사안, 정책추진, 전략 및 개별 사업계획등의 수립에 관장한다.
환경보호를 위해 1982년 환경관련 법률 (Law No. 7/1982, Environmental, Climate and Sustainable Development Laws)이 제정된 이후, 1998년 설치 및 2000년 산업, 농업, 생활용수 사용을 감시 규제하는 기구로 설립되어 기존의 Technical Center for the Environmental Protection를 대체하게 되었다. Law No. 15/2003으로 독립기구가 되었으며, 해당 법 조항 Article 7에 따라 EGA는 환경영향평가 승인권을 가지게 되었다. Article 35, Chapter 3에 따라, 수질과 배출량에 대한 관측 및 기록없이 오염수를 배출하는 것은 금지되어 있으며, 해당 기록은 매6개월 단위로 관련기관에 제출하며 필요시 오염예방조치를 취하도록 되어 있다.

바르셀로나 환경협약 (The Convention for the Protection of the Mediterranean Sea Against Pollution, Barcelona Convention)은 1976년 2월 16일 채택되어 1978년 발효되었다. 리비아는 1977년 1월 31일 해당 협약에 서명하였고, 1979년 1월 31일 비준하였다. 협약 Article 8에 따라 서명국은 지중해로의 모든 종류의 오염물질 배출을 규제하는 조치를 취하기로 하였다.

5개 기관의 운영을 감시하는 책임을 맡고 있다.
또한, 생태계 오염의 영향에 대한 의식개혁 사업을 진행하고 있으며, 환경파괴 및 유해 활동에 대한 예방적 조사 활동도 하고 있다.
내전이후, 인력 감소와 재정적 어려움 및 여러 기관의 전반적 관리의 어려움으로 감시 및 조사활동은 크게 줄어들었다.
